  1. Open enrollment could get a lot of attention in Elmira, where school closings and forced consolidation has some parents angry. The superintendent is rumored on the skids. What measurements are there of the effectiveness of school choice on grad rates? How does the issue relate to neighborhood schools? Thanks. Ron Ogden
